Russian Hockey Players Cleared for Winter Universiade in China, Bypassing IIHF Ban

The International Ice Hockey Federation (IIHF) has extended its ban on the Russian national team for the upcoming season, but that won't stop Russian hockey players from taking to the ice in January at the Winter Universiade in China — a tournament that falls outside IIHF jurisdiction.

The event is organized by the International University Sports Federation (FISU) together with host nation China, which maintains close ties with Russia. That's precisely why this loophole works where the official hockey ban cannot be circumvented.

Reaction in Russia

Major Russian sports outlets seized on the news with enthusiasm. "Team Russia will be able to compete at the Universiade! IIHF can't interfere," reported the Championat.com website, citing a statement from Russian Sports Minister Mikhail Degtyaryov. He clarified that the team will compete under neutral status.

According to the minister, this marks the first major international tournament for Russian junior hockey players since 2021. He noted that in 2026, FISU expanded opportunities for Russian athletes to participate: even in sports where international federations maintain full restrictions, FISU applies a neutral-status mechanism, which has now opened the door for young hockey players to compete in the tournament.

Past Success and a Possible Coach

In previous student tournaments, Russia has taken to the ice nine times and claimed gold on seven occasions — with Canada winning the other two.

Discussions are already underway in Russia about a possible candidate to coach the student national team, with influential hockey figure Roman Rotenberg's name being floated. The idea has found support from former national team coach Vladimir Plyushchev, who told TASS: "I see no problem in us reaching out to him."
