According to a survey by the Kyiv International Institute of Sociology (KIIS), 75% of Ukrainians support holding negotiations with Russia to end the war. 21% of respondents were opposed, and 4% could not decide. The survey was conducted in mid-September 2026 among adult Ukrainian citizens in territory controlled by the Ukrainian government.
Sociologists noted that compared with the previous measurement in February 2025, Ukrainians’ position has barely changed: back then, 74% of respondents supported negotiations, 19% were against, and 7% were undecided.
KIIS clarified that the question concerned only the fact of holding negotiations with Russia itself, not any possible concessions on the Ukrainian side.
The survey also showed that nearly four-fifths of Ukrainians — 79% of respondents — believe Ukraine will win the war against Russia. Of these, 47% are fully convinced of it, while another 32% lean toward this view. 7% of respondents believe Russia will win, and 14% could not give a definite answer.
Sociologists compared these figures with the results of a survey from late July 2026, when 85% of respondents believed in a Ukrainian victory, with 60% of them unconditionally so. Thus, between late July and mid-September, the share of those unconditionally confident in a Ukrainian victory fell noticeably.
Data was collected using computer-assisted telephone interviewing (CATI). A total of 1,002 people were surveyed — Ukrainian citizens over 18, selected at random by mobile phone numbers in territory controlled by the Ukrainian government.
