Czech Environment Ministry Admits: Officials Kubásek and Šejna Violated Ethics Code

The Czech Ministry of the Environment has completed an internal review of two of its employees, Adam Šejna and František Kubásek, concluding that both had violated the ministry's internal code of ethics. The finding was confirmed by ministry spokeswoman Jana Šillerová.

According to her, the review was prompted by public statements the two officials made in the media. The ministry did not specify exactly what statements were at issue or what disciplinary measures were taken, citing personal data protection. Šejna holds the position of social media officer, while Kubásek works in the budget department.

"The ministry finds it unacceptable for employees to publicly demean their colleagues or other staff members of the ministry," Šillerová said. She added that the findings of the review had already been reflected in personnel decisions in line with internal rules and the law.

Brussels rally leads to no consequences

Separately, the ministry examined Kubásek and Šejna's participation in a demonstration in Brussels, which took place outside their working hours. At that rally, Šejna addressed the crowd from the podium, speaking about the need to fight for "European culture, heritage and pride," and ended his speech by chanting the slogan "Send them back!" in reference to migrants.

"What I'm saying is that migrants should leave," Šejna later explained to social media users, clarifying the meaning of his speech. The ministry initially said it was investigating a possible code violation but ultimately concluded that participation in the demonstration was a private initiative undertaken outside working hours and did not constitute a breach of ethics rules.

When asked for comment, Šejna said he had no intention of discussing the ministry's internal affairs and suggested contacting the press office instead. Kubásek had not responded to questions at the time of publication.

Both officials' controversial past

Both men joined the ministry in early June, which immediately drew media attention due to doubts about their qualifications and outside activities. Šejna runs the Restart Czechia project, whose Facebook page has criticized, among other things, Prague's pride march and migration into the European Union. Kubásek, meanwhile, runs the website Incorrect.cz, where he collects so-called "agent fees" — monetary donations to fund the site.

Both men have also appeared together at an event at the Na Mělníku restaurant in Prague alongside Lívia Pavlíková, who has ties to the Slovak far-right party Republika. During that discussion, which Kubásek streamed on his YouTube channel, he proposed launching a leaflet campaign against migration into EU countries.

"I'm convinced that even a stupid leaflet campaign across Africa and Islamic countries, with images of white people beating up a Black person — even though that's not actually happening — would be enough. Just to scare people. To run a negative campaign against Europe," Kubásek said at the time, according to the recording.
