Ukraine strikes oil refinery in Perm — nearly half of capacity knocked offline

Overnight into Friday, Ukraine struck an oil refinery in Perm, a Russian city located more than 1,600 kilometers from the Ukrainian border. Ukrainian President Volodymyr Zelensky confirmed the attack, writing on X that the strike had hit "deep inside Russia."

According to Reuters, citing its own sources, the attack knocked the plant out of operation. The main CDU-4 unit, which accounts for nearly 40% of the refinery's capacity, was shut down — it is capable of processing 14,000 metric tons of oil per day. Preliminary estimates suggest repairs could take one to two weeks.

Second Strike in a Month

According to the agency, this is not the first attack on the Perm refinery — a previous strike hit the facility on July 29. That attack forced Russia to shut down another unit, CDU-5, which provides 34% of the plant's capacity.

Besides these two units, the refinery also operates two smaller ones — CDU-1 and CDU-2 — each accounting for 14% of the plant's total capacity.

According to the agency's sources, the refinery processed 12.6 million tons of oil in 2024, producing two million tons of gasoline and 5.3 million tons of diesel fuel.
