Poland has built a wide security operation in its northeast around the flashlight sighting on the Kaliningrad border. According to EUalive, the operation includes extra police, counterterrorism units, more Border Guard officers, the military and intelligence services. It was still under way on Nov. 3.
Prime Minister Donald Tusk told a Cabinet meeting that the sighting, reported shortly after midnight, fits intelligence warnings about possible sabotage or more serious provocations in early November. He said tension and escalation from Russia may continue for some time.
EUalive reported that a special operations headquarters has been set up at the National Police Headquarters. It coordinates work in the Warmian-Masurian and Podlaskie voivodeships, the northeastern regions that border Kaliningrad and Belarus. Officers have been brought in from other parts of the country, and Polish media reported that the elite GROM special forces unit has also been sent.
National Police Chief Marek Boroń confirmed the preventive operation. He said officers are securing the area against events that could lead to sabotage, with the aim of protecting residents and critical infrastructure and responding to hybrid threats from foreign intelligence services.
Per EUalive, Polish and allied intelligence services had signaled that sabotage organized by hostile services, other diversionary actions, or even incursions by armed people could occur in the first half of November. Tusk said NATO’s Supreme Allied Commander Europe, U.S. Gen. Alexus Grynkewich, had also warned of such scenarios.
Tusk did not say who the people with flashlights were or what they intended, The Moscow Times reported. EUalive noted that Polish authorities have not reported a confirmed armed incursion or successful sabotage tied to the latest warnings. Authorities describe their posture as a response to credible intelligence.
The Moscow Times reported that Tusk also accused Russia of trying to stir instability in Poland by interfering in a dispute between his government and President Karol Nawrocki over the Constitutional Tribunal. A photo caption from EUalive said Nawrocki convened the National Security Council on Nov. 3 to address tensions around the tribunal and the deployment of American troops in Poland.
The Moscow Times, citing Reuters sources, reported that the Pentagon has recently urged several NATO allies to tone down their public rhetoric toward Russia. The sources said it warned that overly alarming statements from European authorities could undermine regional stability. The report does not say whether Poland was among those allies.
Tusk warned in September that Moscow was plotting “hybrid” attacks involving drones and missiles against Ukraine’s allies. EUalive noted that Russian President Vladimir Putin has previously repeated threats that a direct attack on Kaliningrad or other Russian territory would bring the use of Russia’s full arsenal. Poland has repeatedly accused Russia of sabotage since the 2022 invasion of Ukraine.
For residents of the northeast, the immediate result is a much heavier security presence. According to Polish officials cited by EUalive, the stated purpose is to protect residents and critical infrastructure. The sources do not describe any disruption to daily life.
The episode also shows how Poland, a key route for Western military and humanitarian aid into Ukraine, is treating possible hybrid threats. Tusk said the alert is not over, and he stressed that officials must stay extremely vigilant.
Officials have not said when the operation will end. The intelligence warnings point to the first half of November.
Longer term, EUalive reported, Poland is strengthening its 232-kilometer border with Kaliningrad. The 4th Warmian-Masurian Territorial Defence Brigade is to be reorganized into a Border Defence Brigade by the end of 2026. It will monitor the border area, support the Border Guard and prepare to take over defense duties if needed. Full operational readiness is expected in about two years. The unit is one of four brigades in a new Border Defence Component of the Territorial Defence Forces, linked to Poland’s Eastern Shield infrastructure program.
